Campaigning to curb supermarket power

Residents launched a campaign against a Tesco Express store opening at the Archers Pub in Havers Lane. Tesco is seeking permission to make exterior alterations to The Archers Pub, which include the installation of air conditioning and refrigeration units, enclosed by a 2m high fence, and the fitting of an ATM machine.

Many residents on the Havers estate are worried about the impact on existing businesses, the number of deliveries and the lack of consultation with residents. Around 1,500 people signed a petition against the move and almost 200 people packed out the Havers Community Centre to voice opposition at a public meeting.

In February Havers Action Team welcomed the decision that all three of Tesco's planning applications were unanimously rejected by the five members of BSTC Planning Committee. Reasons for refusal included detriment to amenity of local residents, environmental hazard, contrary to a building of special interest, anti social & access reasons, sequential test not applied, traffic & contractors plant, junction & parking issues, ENB1 of local plan in respect of quality of life.ed to continue their fight, despite suffering a setback.

The Havers Action Team (HAT) applied to East Herts District Council to get the former Archers pub registered as an Asset of Community Value, but had their nomination declined at the end February. The EHDC report stated: “The site and buildings on it are not considered to fit the criteria of a community asset in that the main use of the land or building does not further the social wellbeing or social interests of the local community at the present time. Neither is it realistic to think that this will be the case in the near future or within the next five years”.
